“Ukrainian special services use a wide range of methods [to recruit terrorists]. Along with recruitment based on material dependence, such cynical methods as blackmail and threats are also used. Even in this case, those involved in terrorist activities will be severely punished,” Konstantin Bychek noted.

Mr. Bychek also clarified that the sanction of Part 3 of Article 289 of the Criminal Code of the Republic of Belarus provides for punishment up to the death penalty.

“At the same time, the Belarusian criminal law, in particular, the notes to Article 289 of the Criminal Code, provides for full exemption from criminal responsibility for a person involved in the preparation for an act of terrorism, in case of voluntary and timely reporting to the state authorities about the deed,” Konstantin Bychek added.
