After being reported on the state of the dairy industry in the country, the President was outraged at the fact that those responsible had failed to think of import substitution in advance. As a result, a problem with food packaging emerged. Aleksandr Lukashenko stressed that he had been constantly reminding of the importance of import substitution for a decade, “Roman Golovchenko [Prime Minister] reported to me even before the sanctions that we have 1,500 positions. We outlined them and decided to produce them domestically – not buying from abroad. This is import substitution. What has happened?”

The Agriculture and Food Minister, Igor Brylo, replied, “Actually, we had no such material. It probably makes sense to think about its production in our country...”

“I have already thought it through. It is the area of your control,” the President addressed the Deputy Prime Minister responsible for the sector, and it is under his [of Igor Brylo] responsibility, jointly with the Minister [of Industry]. This packaging material should be produced in Belarus. We should have this material by the end of the year. Our chemical industry is super-developed, but we cannot produce this oilcloth packaging for some reason.”
