Currently, foreign attachés from NATO member states, including Hungary, Turkey, the Czech Republic, Germany, Italy, Norway, Finland, Bulgaria and the United States, are accredited to the Belarusian Ministry of Defence. All of them will be able to observe the Zapad-2025 joint strategic exercise of the Belarusian and Russian armed forces — as noted by Major General Valery Revenko, the Chief of the International Military Co-operation Department, Assistant to the Defence Minister for International Military Co-operation, at the Zapad-2025 Joint Strategic Exercise briefing for mass media on August 12th
Valery Revenko added, “To maintain regional security and restore trust and good-neighbourly relations in Europe, the Republic of Belarus provides for ensuring maximum openness and transparency in the conducted military activity. In this respect, based on the requirements of the Vienna Document on confidence- and security-building measures, the OSCE participating states were notified as early as 2024 about the holding of the Zapad-2025 joint strategic exercise of the Belarusian and Russian armed forces. On July 31st, we provided expanded information about the exercise and invited representatives of all OSCE participating states, without exception. Countries that send their observers will be able to verify the openness and transparency of the manoeuvres.”
He also stated that invitations to observe individual episodes of the exercise have also been sent to other countries and international organisations, including the CSTO, CIS and SCO, “All this is conclusive evidence that the Republic of Belarus advocates maintaining regional security. We strongly oppose the ongoing large-scale militarisation, which is leading to an imbalance of power in Europe. This, sequentially, is resulting in a decline in strategic stability in the world as a whole.”
