The sanctions package – which will be the 12th in a row – is expected to tighten restrictions on Moscow's sources of income and industry. Anti-Russian measures include restrictions on exports of welding machines, chemicals and other technologies used for military purposes. Bans on software licensing and restrictions on imports of a small amount of processed metals and aluminium products, construction products, and transport-related goods are also being considered.

Before the proposals are officially considered by the European Commission, they may still change, and their approval will require the support of all 27 countries.

According to Reuters, with these restrictions, the EU leaders are trying to assure Volodymyr Zelenskyy that the bloc will support Kiev, despite the conflict in the Middle East.
