He announced it at a joint press conference with Ukrainian Foreign Minister Dmytro Kuleba.

“We launched our discussion on the EU’s long-term security commitments of the European Union to Ukraine, covering cover security, defence, broader aspects such as financial, reconstruction, trade and humanitarian support, sanctions and accountability,” Borrell said.

He also added that the best guarantee that the European Union can offer to Ukraine: the membership.

The head of EU diplomacy added that next week a senior EU foreign policy official will travel to Kiev to discuss these commitments.

Borrell previously said that he would send a delegation of experts to the capital of Ukraine by late November, where they would present to the Ukrainian authorities a proposal on EU security guarantees, which after the summit would be proposed for approval by the EU leaders in mid-December.
