Ukraine banned its men studying abroad to leave the country

Ukrainian male students who are receiving education abroad are not allowed to leave the country while martial law is in force – as stated by the spokesman for the State Border Guard Service of Ukraine, Andriy Demchenko, TASS reports

“Students who are receiving education abroad can no longer go there during martial law, since the top military leadership has cancelled the possibility of male students crossing the Ukrainian border since September 14th,” the Liga publication quotes Mr. Demchenko after addressing the State Border Guard Service for explanations in connection with a protest campaign staged by students at the border on September 21st.

The official recalled that, until February 24th, students could travel outside the territory of Ukraine to continue their studies. “Border guards monitored this, providing a pass. However, in recent months, forgeries of documents – which allegedly confirm men’s studies abroad – are registered increasingly often,” he added.

As reported by the Ukrainian Strana publication, students began to be denied in a pass without any prior notification from noon on September 14th. The measure affected even those with visas, ‘referring to a high-level order that no one actually saw with their own eyes’.

According to the Ukrainian government’s decree regulating the state border crossing rules, male students of foreign educational institutions are not included into the list of those who are allowed to leave. This issue can be resolved when appropriate changes are made to this document. Currently, male citizens of Ukraine aged 18-60 are prohibited from leaving the country due to martial law.
