As of December 1st, 2025, the passenger car market in Belarus has surpassed 150,000 units, including both domestically manufactured and imported vehicles, according to the Belarusian Automobile Association (BAA)
“A large part of this fleet is made up of new energy vehicles (NEVs). In the first eleven months, their number reached 27,600, representing 18.4 percent of the total market,” BAA pointed out.
New energy vehicles (NEVs) is a general term that includes electric cars, hybrids and other types of vehicles powered by alternative energy systems designed to reduce dependence on conventional fuels.
As reported by BAA, nearly all (95 percent) of the NEV market in Belarus consists of imported vehicles. Within this market, battery electric vehicles (BEVs) are the most prevalent, making up 20,400 units or 74 percent of the NEV segment. Additionally, the distribution of electric vehicle imports since early 2025 shows that companies have brought in 14,400 units (70.5 percent of total NEVs), individuals have imported 5,000 units and domestically produced vehicles number around 1,000 units.
“In 2025, the main procedure for legal entities to import NEVs was a simplified certification process that included issuing a conclusion,” the association stated. “For instance, 92 percent of pure electric vehicles were certified through this scheme. However, this situation might change in 2026. Resolution No. 372 from the Council of Ministers, dated July 8th, 2025, may substantially affect the number of ‘green’ vehicles imported by legal entities by modifying the existing simplified procedures.”
