Roadmap for mutually beneficial co-operation
President of Belarus Aleksandr Lukashenko held talks in Minsk with Prime Minister, Chairman of the State Administrative Council of the Republic of the Union of Myanmar Min Aung Hlaing, who paid an official visit to Belarus

The communication between the heads of state began with an official welcoming ceremony. The negotiations were held in narrow and expanded formats. The leaders discussed the development of co-operation in trade, economic and humanitarian fields, and determine plans for the future. Among other things, they focused on joint work in industry, agriculture, pharmaceuticals, and science.
Aleksandr Lukashenko noted that, during the previous visit of Min Aung Hlaing to Belarus, the parties agreed on many aspects, but tremendous changes have taken place in the world.
“Analysing the dynamics of our co-operation, I come to the conclusion that we have actually built the foundation of our future relations with you, and today we need to move forward, to move further. There are no closed topics in the relations between Belarus and Myanmar,” the Head of State added. He suggested defining a strategy and a number of fundamental joint projects for further development of co-operation, “Let’s not start with many projects, but these should be serious, fundamental projects that will entail other areas of co-operation.”
“We have a great interest in Myanmar. You have a lot of what we need. I think we will be useful to you. Therefore, I suggest that you seriously study Belarus in terms of the directions and development of our country: industry, agriculture, logistics. If you see something useful for you, be aware that we are always with you, and we are ready to implement your interests,” Aleksandr Lukashenko stressed.“I support you in the idea that concrete economic projects in the most promising areas should be-come the engine of our co-operation,” the President said. “We will legally fix today the previously reached agreements, primarily in such areas as the judicial system, information protection, and agriculture. Actually, the list of directions is not limited to the above-mentioned ones. Please, tell us, if you get interested in something else in our country. We will definitely consider your offer and will try our best to do everything. There are no closed topics for you.”
A joint business forum was organised as part of the visit of the Chairman of the State Administrative Council, Prime Minister of the Republic of the Union of Myanmar to Belarus. The President thanked Min Aung Hlaing for his personal support of the event.
During the business forum, the parties discussed the prospects of interaction in industrial co-operation, logistics, supplies of machinery, medicines, and food.
“The production of tractors and agricultural machinery is of great interest to you and your villagers. We are ready to organise assembly facilities in your country if you wish, and we will do it very promptly,” Aleksandr Lukashenko stressed.The Head of State also welcomed the decision to resume the activities of the joint Belarusian-Myanmar committee on trade and economic co-operation (its first and only meeting took place 12 years ago). “We need to do this and discuss the prospects for our co-operation and the implementation of the plan that we will elaborate in the near future.”
Aleksandr Lukashenko also suggested returning to the issue of signing an intergovernmental agreement on scientific and technical co-operation. The relevant project has been sent to the Myanmar partners. Belarus also supports the creation of a joint Belarusian-Myanmar commission on scientific, technical and innovative interaction.
The Head of State thanked his counterpart for the participation of observers from Myanmar in the recent Presidential election in Belarus. “We are also ready to send Belarusian observers to the election in your country,” he added.
During the meeting in a narrow format, the parties discussed a number of areas and came to the conclusion that Belarus and Myanmar have significant untapped potential.
The distinguished guest thanked for the invitation to visit Belarus and hold high-level talks. He noted that despite the great distance between the countries, there are diplomatic relations in the sphere of military-technical co-operation, which makes it possible to strengthen friendly relations.
Min Aung Hlaing stressed that the purpose of his visit is to take bilateral relations to a qualitatively new level through multidisciplinary co-operation. “There is great interest and desire from Myanmar to improve relations in the economy, so we are ready to discuss a strategic plan to expand our relationships,” he said.
For his part, the leader of Myanmar suggested a number of specific areas where there is great potential for the development of joint activities, primarily agriculture and machine building.
Since agriculture is the main activity for Myanmar’s economy, this country is interested in the transfer of Belarusian technologies to the agro-industrial complex and the production of agricultural equipment, machinery, and the purchase of various fertilisers.
There was also a proposal to invest in Myanmar’s economy to set up various industries, e.g., in the manufacture of concrete, which Myanmar imports heavily every year, or in the cultivation and processing of rubber for tyre production.
Belarus and Myanmar will work out a roadmap for the development of co-operation. “We regard this visit as an event in our interstate relations,” the Head of State said. “We will be ready to do everything to ensure Myanmar’s food and technological security.”
The parties documented their intentions to move forward together in industrial co-operation, agriculture, pharmaceuticals and science. “These are the sectors where Belarus has high competences,” the President said.
Belarus and Myanmar also agreed to step up humanitarian liaisons by attracting more Myanmar students to Belarus. This year, the first group of children from Myanmar will be invited for recuperation to the Zubrenok National Children’s Centre.
“In the near future, our specialists and ministers, members of the Government will visit Myanmar, while specialists from Myanmar will stay in Belarus in order to study our opportunities more deeply and comprehensively and to expand interaction. The Prime Minister and I have just ex-changed some agreements one-on-one, and I realised that there are no closed topics for interaction today. At the suggestion of the Myanmar PM, we are ready to work in all areas and directions,” the Head of State said.

Belarus ready to accept Myanmar children for recuperation
Belarus is ready to accept a group of children from Myanmar for holidaying and recuperation — as stated by Aleksandr Lukashenko during his negotiations with Chairman of the State Administrative Council, Prime Minister of the Republic of the Union of Myanmar Min Aung Hlaing.“Children from other countries holiday in Belarus every year. I confirm our readiness to accept a group of children from Myanmar for rest and recuperation in the summer of 2025,” the Belarusian leader said.
Package of co-operation documents signed between Belarus, Myanmar
In the presence of the two countries’ leaders — Aleksandr Lukashenko and Min Aung Hlaing — a ceremony was held to exchange the texts of signed international treaties and other official international documents.A memorandum of intent on joint actions to promote Belarusian-Myanmar co-operation has been signed.
An agreement on mutual protection of classified information has been concluded.
An agreement on co-operation in the field of sport has been signed between the Belarusian Sports and Tourism Ministry and the Ministry of Sports and Youth Affairs of Myanmar.
The Justice Ministry of Belarus and the Ministry of Legal Affairs of Myanmar have concluded a co-operation agreement.
A memorandum of understanding has been signed between the Belarusian Ministry of Agriculture and Food and Myanmar’s Ministry of Agriculture, Livestock and Irrigation on co-operation in agriculture and food security.
During the Myanmar leader’s visit, more than 15 contracts and memoranda in the field of trade-economic liaisons have been also signed.
Myanmar’s highest government award
Chairman of the State Administrative Council, Prime Minister of the Republic of the Union of Myanmar Min Aung Hlaing, presented the Order of the Union of Myanmar (First Class) to President of Belarus Aleksandr Lukashenko. The ceremony took place after the talks between the two countries’ leaders.The Order of the Union of Myanmar is the highest civilian decoration bestowed by the Government.
