National Centre for Legislation and Legal Information to be set up in Belarus

On March 14th, the President of Belarus, Aleksandr Lukashenko, signed Decree No. 96 On the National Centre for Legislation and Legal Information of the Republic of Belarus – as reported by the Belarusian leader’s press service

The document envisages reorganisation of the National Centre for Legislation and Legal Research and the National Centre for Legal Information by merging and forming a single centre subordinate to the Head of State on their basis. This will enable to combine the personnel, scientific and technological potential of the previously operating structures and eliminate duplicative functions while raising the efficiency of activities in the relevant areas of legal work.

At the same time, the centre is entitled with two new powers, such as the development of the most important legal acts using the package principle (e.g., the simultaneous preparation of draft laws and related acts of the President), as well as carrying out – on behalf of the Head of State or the Belarus President Administration – additional independent examination of all types of legal acts.

General management of the centre’s activities is entrusted to the President Administration.

The creation of the National Centre for Legislation and Legal Information, as well as related organisational activities, will be completed by July 1st, 2024.
