Kochanova: law On Belarusian People’s Congress is of particular importance for the state’s social and political system

Adoption of the law On Belarusian People’s Congress is of particular importance for the country’s social and political system – as noted by the Chairperson of the Council of the Republic, Natalya Kochanova, BelTA reports

"The adoption of the law On Belarusian People's Congress is of particular importance for development of not only regulatory legal regulation, but also the social and political system of our country. A unique Belarusian model of people’s power is being built: decisions on all the most important issues of life of the state are taken jointly, relying on broad public representation. With this in view, the work on this document is in the sphere of close attention and responsibility of the Council of the Republic," Ms. Kochanova said.

According to the speaker, members of the Presidium and employees of the Secretariat are part of the working group on preparation of the draft law. The issues of competence, the procedure for formation and activities of the Belarusian People's Congress have been repeatedly discussed by the expert council.

"Moreover, our representatives were part of the Constitutional Commission and the working group on finalising the draft amendments and additions to the Constitution of the Republic of Belarus. They formalised the concept of this supreme representative body in the form of constitutional provisions. It should be noted that – taking into account the importance of the issue of determining the procedure for formation of the Belarusian People's Congress – it seems feasible to synchronise the development of the law On Belarusian People's Congress with another completely new law On Civil Society,” Ms. Kochanova added.
