Belarus, Russia developed strategy for Union State sci-tech co-operation

Union State programmes implemented by Belarus and Russia should work for the two countries’ real sector of the economy – as State Secretary of the Union State Dmitry Mezentsev told journalists after his meeting with the President of Belarus

“Today, the joint practice of developing import substitution programmes and new production chains is our response to external challenges, including sanctions pressure,” Dmitry Mezentsev said. “Until the end of the year, the implementation of programmes in the field of microelectronics, space activities, high technologies, and ensuring the Union State defence will continue. We also (and I reported this to the President) jointly with the National Academy of Sciences of Belarus, the Kurchatov Institute National Research Centre, the Ministry of Education and Science prepared a strategy for Union State sci-tech co-operation. The second document that is being prepared is a programme for creating a unified infrastructure for fundamental and applied scientific research in the Union State.”

Moreover, Dmitry Mezentsev said that in the near future a joint meeting of the Belarusian and Russian foreign ministries would be held in Minsk, which should adopt a new programme of joint actions.

As of January 1st, 2023, 28 Union State programmes were completed by 67.8 percent. 671 out of 989 events were implemented. Seven programmes were realised in full:

- on the integration of information systems of state regulatory authorities on the traceability of goods;

- on the integration of transport control information systems;

- on harmonisation of currency regulation and currency control;

- on harmonisation of AML/CFT requirements for the financial sector;

- on unification of accounting regulation;

- on the integration of information systems of state regulatory bodies in terms of veterinary and quarantine phyto-sanitary control;

- on the development of nuclear energy. The full operation of the first power unit of the Belarusian NPP has been ensured, the launch of the second unit is expected in August 2023.

At the final stage of work is the implementation of the Union State programme in the field of harmonisation of tax and customs legislation.
