João Lourenço stated, “African countries need financial assistance for counter-terrorism programmes. The UN Security Council could use contributions from member countries to fund peace operations in Africa mandated by the African Union.”

He also said that the development of terrorist groups in Africa is of significant concern. According to Lourenço, this part of the continent is suffering from the activities of terrorist groups that arose during the creation of a power vacuum in Libya, took root there and began to spread their activities to neighbouring countries.
