On September 7th, President of Belarus Aleksandr Lukashenko signed Decree No. 304 On Foundations and Charity in Healthcare, which regulates legal relations in this area and updates the general provisions on foundations, sb.by reports with reference to the Belarusian leader’s press service
The document defines charitable activities in the healthcare sector, as well as the circle of persons involved in their organisation and financing.
The procedure for collecting funds for the provision of medical care and their targeted use, as well as the management of funds received in charitable accounts in excess of the limit or remaining unclaimed, has been established. A mechanism for monitoring the movement and targeted use of the collected funds has been outlined.
The decree approves a new version of the regulation on the establishment, operation, and liquidation of foundations. Among the main innovations is a twofold increase in the minimum amount of assets required to establish and operate foundations in the healthcare sector. The foundations’ spending on salaries for their employees and other payments, as well as on business activities, have also been defined. At the same time, the use of donations from individuals and legal entities for such activities is prohibited.
Implementing the decree will make it possible to prevent the misuse of collected funds, increase the transparency of the foundations’ operations and the effectiveness of oversight over them, and generally streamline charitable activities in the healthcare sector.
