“We need to assess the degree of its correspondence to the situation that is developing around our country. Is the proposed system of national security measures commensurate with new risks, challenges and threats?” Aleksandr Lukashenko addressed the meeting participants.

In this regard, the Head of State outlined a number of questions that need explanations, “What new threats to national security and their sources are mentioned in this draft concept? What new provisions are included? Importantly, is the continuity of the basic principles of the state policy in the field of national security ensured? My fundamental requirement towards any transformation is to ensure not its breaking, but improvement.”

The President added that the work dealing with the concept’s improvement should be considered in the context of the adoption of the updated Constitution of Belarus at a referendum last February, “We included a whole list of provisions [into the Basic Law] that are most important for our society. How are they reflected in the concept? How have they been developing?”

Aleksandr Lukashenko also outlined a fundamental point, “Over the past period, Belarus – as an independent, sovereign state – has developed new national interests, and they also require conceptual fixation within the national security system. How fully and objectively are these interests reflected in the concept? Are there any additional measures envisaged to protect them?”
