Security is key

At the opening of the 9th session of the fifth convocation, the Chairman of the House of Representatives, Vladimir Andreichenko, described the document, saying, “The new Military Doctrine contains a systematic response to the challenges and threats facing even trouble-free countries. It envisages measures to improve the defence sector.” The military-industrial complex and the development of high technologies should help enhance the efficiency and competitiveness of the national economy in general.

As expected, the Military Doctrine will act as the basis for all legal acts connected with military security. Defence Minister Andrey Ravkov comments, “We are placing special focus on the negative trends relating to ‘colourful revolutions’ and mechanisms of change of constitutional orders, as well as the breaking of states’ territorial integrity, via internal military conflict.” Mr. Ravkov stresses, “In addition, we’re expanding a range of measures to ensure military security.” Decisions are being taken in response to systematic analysis of the military-political situation, within our country and further afield. The document extends the list of perceived external and domestic military threats to our country.

Mr. Andreichenko notes that, apart from studying major documents, the 2016-2020 Governmental programme needs careful study. Deputies will be approving a report on 2015 Republican budget spending and will be preparing 2017 budget documents. The Code of Court Organisation is to be completed and the status of judges is to be set. In addition, legal and administrative legislation is being updated. “This session carries great responsibilities for deputies, since its conclusions will be used to guide our convocation’s activity,” Mr. Andreichenko asserts.
