According to the WCIOM, Kazakhstan has been named Russia’s most reliable partner within the CIS only twice, in 2010 and 2011. In the past four years, Belarus has led the poll. In contrast to Kazakhstan (whose confidence rating dropped in 2012 and 2013), trust in Belarus has risen to an all-time high over the last six years.
Regarding other parameters of Russians’ confidence, Belarus’ rating is strengthening. In the list of the most successful CIS states, Belarus led in 2014 (66 percent) and enjoyed a 72 percent rating last year. In turn, Ukraine — being among the top three in 2014 — fell to second from bottom place in 2015. When asked about ensuring Russian language people’s rights, Belarus also leads (69 percent), while Kazakhstan lags behind on 32 percent of the poll.
Alexander Lukashenko has also made significant progress in the survey. When asked to comment on which CIS leader generates the greatest trust, most Russians name the Belarusian President. In 2010, only 16 percent of Russian citizens voted for him in the poll but, in 2014 and 2015, the level of trust exceeded 60 percent.
