Kiev offers to conclude a relevant treaty or a set of bilateral agreements – proposing the United States, the United Kingdom, Canada, Poland, Italy, Germany, France, Turkey, Australia, the countries of Northern, Central and Eastern Europe, and also the Baltic States as security guarantors. Moreover, additional regional agreements on security in the Black Sea with Turkey, Bulgaria and Romania are possible. Participation of Japan and South Korea is also mentioned; these states can support non-military guarantees in the form of sanctions.

The treaty also plans to include ‘preventive measures’ of a military, financial, infrastructural, technical and informational nature. The guarantors must immediately accept them in case of an encroachment on Ukraine’s sovereignty and territorial integrity.

Foreign investments in the military-industrial base of Kiev, large-scale transfer of weapons, intelligence support and supplies of modern air defence and missile defence systems are also envisaged. In addition, Ukraine plans to conduct exercises with involvement of instructors and advisers from the North Atlantic Alliance and the European Union.
