Shuvalov: new rules for regulating situation in the world will lead nowhere, we need a dialogue of civilisations

The main challenge facing global security is to keep the world from global war and the threats that exist at the level of regional conflicts. This requires the unification of all states in the global dialogue – as noted by representative of the CSTO Secretariat Yuri Shuvalov, when speaking with journalists on the sidelines of the international scientific and practical conference, entitled Strategic Analysis and Forecasting: Belarus in the Global World. The expert discussion brought together heads and analysts of leading research partner centres of both Belarus and foreign countries: Azerbaijan, Vietnam, Iran, Kazakhstan, Kyrgyzstan, UAE, Russia, Turkiye, Uzbekistan, as well as the CSTO Secretariat.

Yuri Shuvalov drew attention to the fact that the CSTO – being a potentially very strong organisation – is already playing its role in this process, “Practical decisions that were made in the organisation indicate that the CSTO can offer solutions aimed at preventing the escalation of conflicts. Such work is underway, including aimed at the capabilities of the expert community. The CSTO Secretary General gave the corresponding instructions. And these decisions coincide with the priorities of the Belarusian side, which currently chairs the CSTO.”

According to the expert, the dialogue of a non-biased expert community, free from the point of view of defending the interests of sovereign states, is important. As an example, he cited the International Conference on Eurasian Security, which will begin tomorrow in Minsk.

Speaking about the situation along the perimeter of the CSTO zone of responsibility, Yuri Shuvalov drew attention to the escalation of the situation, as well as the reactivation of outdated conflicts, “This is happening as a result of the fact that the economic growth of Greater Eurasia is being seriously criticised by today’s world monopolists who want to maintain their hegemony. Therefore, rash acts are being committed associated with an attempt to inflame the situation – through institutions of hybrid challenges and threats, through combined efforts – and prevent the world from developing in a natural way: economically and sovereignly. Moreover, attempts are also being made not to allow the formation of a stable system that can ensure security for a long time.”

The expert expressed the opinion that it is necessary to launch a dialogue of civilisations within the framework of the format of sustainable development of the world, “This is laid down in the UN, the principles of sustainable development are supported by the world community. Attempts to come up with new rules to regulate the situation in the world will not lead to anything good.”
