Readmission agreement between Belarus and Armenia ratified

A draft law On Ratification of Agreement between Belarusian and Armenian Governments on Readmission has been approved today at a meeting of the eighth session of the Council of the Republic of the National Assembly of Belarus of the seventh convocation

Belarus’ Interior Minister Ivan Kubrakov represented the document and explained its purpose, “The world community has admitted that the use of such a form of forced return of migrants as readmission is among the most effective and promising tools in the field of countering illegal migration. The agreement envisages mutual obligations of Belarus and Armenia to accept their own citizens, third-country nationals and stateless persons – who have entered or are on the territory of the requesting state in violation of the migration rules of this state – upon the request of one of the parties.”

According to Mr. Kubrakov, the document defines the content and procedure for sending requests for readmission or transit; the mechanism for transfer and reception of persons subject to readmission; the competent authorities responsible for implementation of the agreement and distribution of powers between them; the conditions for transfer of accompanied persons, including in the case of transit of third-country nationals and stateless persons.

"The agreement does not contain provisions that contradict the Constitution and international obligations of our country. Its implementation will further contribute to strengthening of interdepartmental relations between Belarusian and Armenian competent authorities in matters of a civilised approach to regulation of migration processes,” Mr. Kubrakov added.
