According to the political scientist, the draft amendments to the Basic Law reflect the key points of all spheres of life of the modern Belarusian society. This also applies to the redistribution of powers between various government bodies, the expansion of the scope of powers of local government bodies, the implementation of the main directions of social policy, ensuring the human rights system, and interpretation of the events of the Great Patriotic War.

“In my opinion, the emergence of a new perception of the value of the family is important, as is the designation of national identity, the expression of the concrete attitude of the Belarusian society to the Great Patriotic War events, the emergence of a new socio-political institution and giving it constitutional status: the Belarusian People’s Congress. It serves as one the highest bodies of representative power, enabling to raise the people’s will as such to a new level. That is, we are creating our own unique model of democracy at the present stage, based on the prevailing conditions, taking into account our past and defining the development in the present and future,” said Eduard Severin.

He drew attention to the fact that the Constitution does not detail the nuances. First of all, the document approves the principles, sets the vectors of development and determines the main directions of the life of society, the individual and the state. Moreover, its provisions affect every person. “We live in a world when certain social statuses are changing, e.g., the current aspects of protecting personal information, i.e., the right to protect personal information. This is vital because we see an increase in the number of crimes in the field of IT, when a person’s personal information is used to the detriment of him. These issues affect absolutely every person. But I will underline once again: the Constitution should be perceived as a complex, as a system, since some provisions complement others and everything is interconnected,” noted the expert.
