MP: Belarusian People’s Congress will not stand in for Parliament

The Parliament resolves norm-setting issues, while the Belarusian People's Congress focuses on strategic ones related to the country’s mid-term development, and there will be no duplication in the work of these institutions – as stated by the Chairman of the Standing Commission of the Council of the Republic of Belarus’ National Assembly on Legislation and State Building, Sergei Sivets, on meeting the Minsk Automobile Plant employees

The parliamentarian met with the plant’s workers as part of the public discussion of the draft laws On Belarusian People's Congress and On Amendments to Belarus’ Electoral Code.

Speaking of whether the Belarusian People's Congress will stand in for the Parliament in its functions, Mr. Sivets stressed, “There is no duplication. The National Assembly is Belarus’ legislative body, while the Belarusian People's Congress has other rights: i.e. the right of legislative initiative. The Congress may initiate a republican referendum or development of a law, but the latter will be developed and adopted by the Parliament. Previously, public relations did not develop so rapidly, and they did not require operational amendments. Times have changed, and even the adoption of the code is not a guarantee that it will not require changes and additions in a year – not because it was initially bad, but because life is changing rapidly.”

“Therefore, there is no duplication. The Parliament resolves norm-setting issues, while the Belarusian People's Congress focuses on strategic ones related to the development of our state in the medium term,” Mr. Sivets summed up.
