Lukashenko: state won’t erect any artificial barriers because of a few crooks

The state will create the most comfortable environment for honest and responsible businesses – as noted by President of Belarus Aleksandr Lukashenko at his today’s meeting with representatives of private enterprises

The Head of State emphasised that there are issues in the business environment that should be paid close attention to.

Firstly, as the Belarusian leader emphasised, there is excessive regulation, “After two years of work by the Government to optimise administrative procedures, their number has been reduced to about a thousand. But almost 10 percent of them relate to the construction sector. The most demanded procedures still have not been digitised.”

For example, a one-stop shop system has not been created in such areas as foreign economic activity, real estate transactions, and registration of intellectual property rights. According to the President, all this requires paperwork.

Secondly, Aleksandr Lukashenko continued, there are gaps in a comprehensive assessment of the regulatory impact of certain legal acts, “This institution, which we introduced back in 2019, is not working efficiently enough today. Although it was agreed that the real benefit (or harm) of the introduced innovations for the entire economy will be correctly calculated for each legal act. Such an assessment should have no less force than the legal assessment of normative legal acts.”

The third point deals with decriminalisation of economic risks, the Head of State said, “Yes, there are unscrupulous businessmen among entrepreneurs, just like in any other sphere. And there are many of them in your sphere. And isolated cases sometimes cast a shadow of distrust on the entire business community.”

At the same time, the Belarusian leader emphasised in principle, “The state will not erect any artificial barriers because of a few crooks. Everything should be approached based on pragmatism and common sense.”
