Belarus is consistently developing its legal framework for regulating activities related to digital assets and – unlike many other states – allows free circulation of digital currencies. At the same time, constant monitoring of the situation and, if necessary, additions and clarifications of regulatory norms are needed – to exclude cases of shadow financing of prohibited activities, among other aspects. With this in view, a decree On Register of Addresses (Identifiers) of Virtual Wallets and Special Aspects of Cryptocurrency Turnover has been signed by the Head of State.

The document envisages formation of a register of addresses of virtual wallets – used in illegal activities – by the Hi-Tech Park, and establishment of a procedure for this register functioning.

The regulation aims to protect participants on the digital asset market against losses of property and to prevent unintentional involvement in activities prohibited by law.
