Lukashenko on harmonisation of Union State legislation: we are independent in decision making

Within the framework of the Belarus-Russia Union State agreements in the field of tax and customs control, it is important to develop common conceptual approaches and rules that relevant national authorities of both countries should be guided by, rather than double-checking each other – as stated by the President of Belarus, Aleksandr Lukashenko, at a meeting on the implementation of the Union State integration programmes

In particular, the Head of State emphasised, “Harmonisation of tax legislation is among the important directions, and this is natural if we demand from Russia to ensure that equal conditions are applied. Definitely, harmonisation of our taxes – paid by businesses and individuals – relies on this. Co-ordination of tax and customs control at the Union State borders is also in focus. Everything should be transparent. Russians absolutely do not mind that Belarusian representatives come to any point and see how the border is functioning. [I think you would] agree that traceability of goods and control over the movement of goods are important for any state.”

Aleksandr Lukashenko wondered whether all Belarusian interests and proposals have been taken into account in the document, adding that the wording of the signed agreement envisages – among other things – creation of an additional supranational tax committee. The latter will not be a ministry, but it will have certain functions and powers.

“At the same time – and I would like to emphasise this once again – we are not talking about the loss of some part of our sovereignty. Taxes were established and laws were adopted in Belarus, and this practice will continue. Moreover, we have already worked out our Tax Code in this regard, and it is in effect. We are independent in making decisions in this important area, and just closer co-ordination of activities with Russian colleagues is expected. This not large body is being created for co-ordination," the President stressed.

Aleksandr Lukashenko added that the legislation of two sovereign independent states acts as the basis for this body’s work.
