Lukashenko: Gomel region agrarians need well-defined plan

At a meeting on the development of Gomel Region’s agro-industrial complex, President Aleksandr Lukashenko gave special instructions to the Chairman of the Gomel Regional Executive Committee, Ivan Krupko

“When making the decision to send the Agriculture Minister to you in the Gomel Region, I thought he would come and stringently restore the order here. It is even hardly possible to imagine that this calm man even served in the special forces. I thought he would get down to the task and change the situation for the better – primarily, in agriculture," the Head of State noted. “As I understand, he is an experienced leader, who worked at farms, headed successful districts of the Minsk Region and later became the Minister. Everything necessary is present – including experience and competence. There is knowledge as well. I saw this as he worked as the Minister. What else do you need? What is the best manager I can send here? This means much depends on you: on how you will gather round him and carry this burden.”

Speaking about this, the President focused on the personnel issue. “Everything had been different there before you came. Give a chance to those who work, though this chance cannot last even six or twelve months at present. Time is compressed, and our world has gone mad. If a person works for three months and you see that he fails to cope with the task set (reasons might be different: a disease or working in the wrong place), then find a different job for him. At the same time, if he behaves like an enemy, then you know what to do,” Aleksandr Lukashenko said, adding, “I have recently made personnel decisions, and regional executive committees should develop a system of personnel policy. Those who work would receive all benefits, respect, honour and glory, but we will try to teach and force those who do not want to work. Those uncapable [of working] should step aside, take a broom and work as street cleaners if they cannot work as a manager or specialist,” he addressed Mr. Krupko.

Aleksandr Lukashenko also reminded that new heads of a number of districts of the Gomel Region had also been appointed recently. “I hope these people will work as they should,” he said.

The President summarised, “As for today's event, we should not expect anything monstrous from it. True, we are having a serious conversation. The main idea is that there will be no more persuasions and talks with Gomel residents, as well as those from Mogilev or Vitebsk. You know what to do. You have decided. Importantly, you should all time be in movement and act. Do not wait until someone gives you money, buys a tractor and a car if you have no machine yard. I have warned the governor about this. A tractor costs a lot of money today, and it is a high-tech equipment that requires maintenance and repair in time.”

Aleksandr Lukashenko strongly believes that agrarians of the region need a well-defined plan – ‘with events, responsible persons, deadlines and resources’. “The Deputy Prime Minister and the Agriculture Minister should have such a plan of the Gomel Region’s agro-industrial complex development. The same should be applied in other regions as well. For example, we have approached the Vitebsk Region with other principles in view – creating integration structures there. This experience may also be used by you: [i.e.] a meat processing plant or a dairy could be placed in the centre, with a raw material zone around it. All together. The money that you earn in Russia are shared by processors and producers in the Belarusian market. We will listen to what you propose, but we need a specific plan and specific responsible persons. If this is not observed, then today’s conversation is vapid, and the future is hopeless. I would like to stress once again that order, technological dictatorship, and discipline [are needed]. Every farm manager and every employee of the local vertical of power should clearly understand their role and responsibility. This is the only way we can get a result.”
