Ilya Ikan, now the former CEO of Polotsk-Steklovolokno, has become the head of the Belarusian State Concern for Oil and Chemistry (Belneftekhim).

The President first of all asked why Andrei Rybakov was actually leaving the post of minister for the enterprise.

“He has been working as a minister for six years,” said Head of the President Administration Dmitry Krutoi.

“So what, we have people who work even longer,” Aleksandr Lukashenko objected. “Tell me the main thing: what is the reason, from your point of view?”

“From my point of view, it is a personnel rotation. After all, Belaruskali is an important enterprise in the current realities, and we need a person with a certain experience,” Mr. Krutoi responded.

“Does he need this headache? There are enough problems in connection with sanctions while he works quietly here and has already got used to it,” the Head of State noted.

“In fact, Belneftekhim Concern is the most sanctioned ministry in our country. Dozens of the concern’s enterprises are under sanctions. He has the relevant experience,” Mr. Krutoi insisted.

“Did he agree to go there himself, or are you and the PM insistently pushing him there?” the President wondered.

“He agreed himself,” the answer followed.

“Pushing me is probably the wrong word,” Andrei Rybakov joined the conversation. “I have been in charge of Belaruskali for two years now. I really understand that this is one of the most difficult resources today. We are under sanctions. A lot has been done in two years, but still a lot needs to be done.”

“But you realise that it won’t be easy there?” Aleksandr Lukashenko asked.

“I don’t fully realise, but I understand a lot,” the reply followed.

“I wish you could realise that it won’t be easy. Firstly, this is a huge labour team. Moreover, it is a city-forming enterprise, even the most important state-forming enterprise. There are a lot of problems there that need to be fixed, and with such a calm character, even from the position of minister, you will get there, where it is necessary to make tough decisions,” the President said.
