Expert on Belarusian People’s Congress powers

Amid new geopolitical challenges and threats, every effort must be made to maintain our development path, and the Belarusian People’s Congress is a unique Belarusian experience in the legal regulation of government – unrivalled in international practice. The Rector of the Academy of Public Administration under the President of the Republic of Belarus, Doctor of Historical Sciences Vyacheslav Danilovich, shared his opinion regarding the importance of the key tasks facing the Belarusian People’s Congress in view of the country’s updated Constitution.

“The Belarusian People’s Congress has been granted the broadest powers. It approves the main directions of domestic and foreign policy, the Military Doctrine and the National Security Concept, as well as socio-economic development programmes. The Belarusian People’s Congress has the right of great legislative initiative: it can propose changes and additions to the country’s Constitution, initiate nationwide referendums, and consider the issue of the legitimacy of elections. Considering the issues of removing senior government officials from their positions in case of a systematic or gross violation of the Constitution or a serious crime is also within the competence of the Belarusian People’s Congress. The introduction of a state of emergency or martial law, the establishment of public holidays and memorable dates – these and other decisions will be binding on government bodies and officials. This entire list clearly demonstrates the key role of the forum in the modern Belarusian state,” noted Vyacheslav Danilovich.
