Dialogue between Belarus and Oman is example of genuinely equal and trustful co-operation
A new stage in relations with Oman, a Belarusian hub in the Persian Gulf, and mutual visa cancellation: the historic visit of the Sultan of Oman to Belarus

The official negotiations of the Belarusian Head of State and the Sultan of Oman had been preceded by a solemn welcome ceremony in the Palace of Independence involving an honour guard company. National anthems were performed followed by a photography ceremony.
Belarus is determined to build the best possible relationship with Oman, President of Belarus Aleksandr Lukashenko said during the one-on-one meeting with Sultan of Oman Haitham bin Tariq Al Said.
At the beginning of the meeting, Aleksandr Lukashenko noted that the agreement for the official visit of the Sultan of Oman was reached in December 2024 during the Belarusian leader’s visit to Oman. By coming to Minsk, Sultan Haitham bin Tariq Al Said kept his promise. “I must say that you are a man of your word: you promised to come, and you came,” he said.
The Belarusian Head of State pointed out that mass media had described the visit of the Sultan of Oman to Minsk as historic. “I share this point of view. I would like you to know: we are determined to build the best possible relationship with Oman,” the President said.The President stated that for Belarus, Oman is the closest partner in the entire region. “Therefore, we are keen on developing relations with you in all areas. I want to assure you that if we agree on any matter, we will deliver,” the Belarusian leader emphasised.
Oman and Belarus have made significant progress, yet there is still untapped potential for further development in bilateral relations, Sultan of Oman Haitham bin Tariq Al Said stressed.
The Sultan thanked the Belarusian leader for the warm welcome and emphasised that he was happy to be in Minsk. Sultan Haitham noted that he would like to study how the agreements reached during Aleksandr Lukashenko’s visit to Oman last year are being implemented. “Since your visit to Oman last year, we have made significant progress. At the same time, there is still untapped potential. With your support and through co-operation between our governments, we will be able to realise it,” the Sultan said.
During negotiations with Sultan of Oman Haitham bin Tariq Al Said, Belarus’ President Aleksandr Lukashenko talked about the realisation of joint projects and about the work to set up a hub in Oman for the sake of promoting Belarusian products.
The President offered gratitude for interest in organising joint assembly enterprises and sales of MAZ and Amkodor vehicles and machines. He stated that Belarusian enterprises are ready to transition co-operation with the partners chosen by the Omani side into the practical dimension.
“As a result, we intend to reach the point of setting up a good and long-term supporting point in Oman — a hub for promoting Belarusian products in the region of the Persian Gulf and East Africa,” the Belarus’ President said.
Prospects for interaction in pharmaceutics are also available: the first few contracts have been signed on shipping Belarusian medications to Oman. The medications are now going through the certification process. “We are open to any initiatives of the Omani side and would be glad to make our own contribution to the realisation of your ambitious strategic plan for developing the country: Oman Vision 2040,” Aleksandr Lukashenko stated.
As a common task he suggested not reducing the current pace and dynamics of interaction while reinforcing the high level of trust between both countries. To accomplish this task, in addition to economy the parties have access to tools like co-operation in sport and in culture.
“Mutual meetings and visits are very important for promoting our projects. Just the way you are doing it today. If we support this high level of our relations, I am convinced that all the projects and contracts we have signed and we have yet to sign will be implemented on time.

All our agreements will be fulfilled by the Belarusian side without fail and on time, because Oman is an extremely interesting country for us. We will reciprocate,” the Belarusian leader is convinced.Oman is committed to developing economic relations with Belarus. The Sultan of Oman spoke about trade and economic co-operation with Belarus. He expressed the view that relations in this area have not yet reached their potential and stated his aspiration to take them further. “We are working hard to give momentum to our relations in this area,” Sultan Haitham bin Tariq Al Said noted. “We confirm our support for the development of these relations. I am accompanied on this visit by a number of ministers who are handling this matter,” Sultan Haitham bin Tariq Al Said noted.

LEADERS OF BELARUS, OMAN ADOPT JOINT STATEMENT
The heads of state positively assessed the efforts to increase bilateral trade, expand the supply of Belarusian food products, industrial equipment, pharmaceuticals, veterinary drugs, and other goods to the Sultanate of Oman, and Omani products of interest to Belarus.The leaders welcomed mutual efforts to implement joint projects to manufacture baby food and dairy products and assemble machinery in Oman. The heads of state agreed that the joint industrial co-operation projects currently under development will have a positive impact on bilateral economic relations, taking into account Oman’s logistical potential and the advantages of its modernising infrastructure,” the joint statement said.
Aleksandr Lukashenko and Haitham bin Tariq Al Said confirmed their readiness to expand investment co-operation in agriculture, the IT sector, and the furniture and pulp and paper industries. The heads of state noted with satisfaction the signing of an agreement in May 2025 to set up a joint co-operation and investment committee and expressed interest in launching its work in the near future to co-ordinate the joint actions of Belarusian and Omani parties in implementing bilateral agreements.
The heads of state confirmed a shared approach to key global and regional problems. They emphasised the necessity of adhering to the UN Charter and the norms of international law, expressed their readiness for close co-operation within international organisations, and pledged joint efforts to form a multipolar, just and equitable international political and economic order. The parties also condemned the application of unilateral coercive measures and sanctions.
BELARUS, OMAN NEGOTIATE $1.4BN TIMBER PROCESSING PROJECT
Belarus and Oman concluded a memorandum of co-operation regarding the construction of a pulp and paper mill in Belarus. It is part of a package of documents, the texts of which were exchanged by both parties in the presence of the two countries’ leaders. The project is estimated at around $1.4 billion in total investments. The annual production capacity is projected at around 800,000 tonnes.BELARUS, OMAN WAIVE VISAS FOR NATIONAL PASSPORT HOLDERS
Belarus and Oman have signed an intergovernmental agreement to abolish visas. The agreement is part of a package of documents, the texts of which were exchanged in the presence of Belarus’ President Aleksandr Lukashenko and Sultan of Oman Haitham bin Tariq Al Said.The document was inked by Belarusian Minister of Foreign Affairs Maxim Ryzhenkov and Omani Foreign Minister Sayyid Badr bin Hamad bin Hamood Albusaidi.
According to the document, citizens of the two countries who hold national passports valid for at least six months from the date of entry will no longer be required to obtain visas for entry, exit and transit, if the duration of their continuous stay on the territory of the receiving party does not exceed 30 days from the date of entry, and the total duration of stay within a calendar year is within 90 days.
