Several documents were signed during the CIS Heads of State Council meeting held in Dushanbe on October 10th. The leaders discussed around twenty issues and signed important agreements, including the establishment of the CIS Plus format.
In particular, the CIS co-operation programme on combating terrorism and extremism for 2026-2028 was signed, as well as the CIS co-operation programme on strengthening border security at external borders for 2026-2030.

Furthermore, the CIS heads of state adopted joint statements on co-operation in combating transnational crime; on co-operation in countering the legalisation (laundering) of criminal proceeds; the financing of terrorism, and the funding of the proliferation of weapons of mass destruction; on the occasion of the 80th anniversary of the United Nations; as well as a statement by the CIS leaders marking the 40th anniversary of the Chernobyl disaster.
