The meeting was attended by representatives of Azerbaijan, Armenia, Belarus, Kazakhstan, Russia, Tajikistan, Uzbekistan, the CIS Anti-Terrorism Centre, the International Television and Radio Company Mir and the CIS Executive Committee.

The draft programme was developed and submitted by the Uzbek side in 2021. This meeting was the second in a row. During it, the experts discussed the draft programme, taking into account the amendments received from the CIS states and interested bodies, and suggested that Uzbekistan – in order to finalise the draft document – apply to the base organisation for the study of problems of countering terrorism and other manifestations of extremism (Scientific Research Centre of the Federal Security Service of Russia) to obtain an expert opinion on definition of the subject, conceptual apparatus, goals and objectives of the draft programme, as well as objects and subjects of deradicalisation activities.

It is planned that after the final approval by the experts, the draft programme will be submitted for consideration by the Council of CIS Heads of State.
