As reported by the CIS Executive Committee, representatives of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, the CIS Interparliamentary Assembly and the CIS Executive Committee took part in the event in a video conference format. The experts finalised and agreed on a draft agreement on the establishment of the International Organisation for Russian Language, and also agreed on a draft decision of the CIS Council of Foreign Ministers on this issue.

The draft documents have been sent to the CIS states for internal approval, after which they will be submitted to the CIS Council of Foreign Ministers and the Council of Heads of State in accordance with the established procedure.

The creation of an international structure for the support and promotion of the Russian language under the auspices of the Commonwealth of Independent States was initiated by the President of Kazakhstan, Kassym-Jomart Tokayev. At the meeting of the Council of CIS Heads of State in October 2022 in Astana, the proposal was supported by the CIS leaders, and the concept of the organisation was approved. In accordance with the latter, the CIS Executive Committee and governments of the CIS members had to organise the development of draft documents establishing and regulating the activities of the planned international organisation.
