‘China can always count on Belarus’

The global governance initiative put forward by Chinese President Xi Jinping at the SCO summit fully aligns with Belarus’ policy — as stated by President of Belarus Aleksandr Lukashenko at the meeting with Li Xi, a member of the Politburo Standing Committee of the Chinese Communist Party’s Central Committee, Secretary of the CCP Central Commission for Discipline Inspection

Welcoming the guest, Aleksandr Lukashenko emphasised, “We view your visit today and your work in Belarus as a continuation of the great efforts Xi Jinping and I have intensified this year, given that I have already visited China twice this year.”
According to Aleksandr Lukashenko, unlike other major states and their leaders, China — led by Chinese President Xi Jinping — has put forward a number of very useful initiatives in recent years to balance power and promote global development, 
“At the SCO summit [in September 2025] Xi Jinping put forward a very timely and appropriate initiative on global governance. We are pleased to support this initiative because it fully aligns with the policy we pursue today. The global governance initiative is based on justice and equality, a timely initiative — that is why I was the first to support it straight away at the SCO summit.”
The President of Belarus noted that he is well familiar with China’s decision-making political structure, and is aware that Li Xi and his colleagues were directly involved in developing the initiative, “You have taken a remarkable and, I emphasise, timely step, which was welcomed by all those present at the meeting at the time. And, as we used to say, this idea is increasingly taking hold in the minds of people around the world.”
Thanks to the friendly relations and political will of the Belarusian and Chinese leaders, the countries have established exemplary relations of all-weather and all-area strategic partnership.
Aleksandr Lukashenko also noted, “I do not need to discuss our policy regarding the People’s Republic of China again. I have already spoken much on this issue, and our stance remains the same: you can always count on us at the appropriate time for China. You should be aware that you have the most reliable and supportive friends here, in the heart of Europe.”
During the meeting, President Aleksandr Lukashenko commented on the closure of the border between Poland and Belarus. The Head of State highlighted that, in relation to the visit of the distinguished guest to Belarus, there have been various rumours circulating about the closure of the border between Belarus and Poland. “This is likely an unfriendly political move, seen by the Poles as some kind of image-based, which is directed against the People’s Republic of China. However, it is not an economic issue, since a powerful country like China can easily manage it. Nonetheless, the issue is important. Therefore, I would like to discuss it with you privately after our meeting and share our information on the subject. This is not about Belarus; Poland seems to be acting as a pawn on behalf of other nations,” the President of Belarus pointed out.
Aleksandr Lukashenko also assured Li Xi that he is ready to discuss any regional issues. Additionally, the Belarusian leader asked Li Xi to pass on his warmest regards to his friend, Chinese President Xi Jinping.

Trade and economic ties 

Since 2020, China has been Belarus’ second largest trading partner after Russia. Over the past five years, China’s share in Belarusian exports has increased 1.6 times (from 2.7 percent in 2020 to 4.3 percent in 2024).
Belarus is one of the top 10 suppliers to China of potash fertilisers, rapeseed oil, beef and poultry meat, milk powder and whey.
In 2024, Belarus–China trade turnover totalled $8.59bn — up by 12 percent compared to the year before. In 2025, mutual trade continues to grow. In January–July, trade in goods reached $5.44bn (137.2 percent compared to the same period last year). The turnover of services in January–June 2025 amounted to $940.5m (274.1 percent compared to January–June 2024). China’s Single Window customs system has accredited 190 Belarusian manufacturers for 254 commodity items.
From 2020 to 2024, China’s gross investments amounted to $853.4m, with $532.4m of direct investments. In January–June 2025, investments from China exceeded $255m (273.5 percent compared to the indicators for the first half of 2024).

Li Xi: my visit aims to implement agreements reached by leaders of Belarus, China

Belarus and China are liaising at the highest level today, Li Xi, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and Secretary of the CPC Central Commission for Discipline Inspection, stated.
First of all, Li Xi thanked the Head of State for the opportunity to meet and conveyed the warmest greetings and wishes from Chinese President Xi Jinping. He also mentioned that the SCO summit was recently held in Tianjin, along with a parade in Beijing commemorating the 80th anniversary of the Victory in the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War. The Belarusian leader participated in these events and also held a meeting with his counterpart, Xi Jinping.
“The purpose of my visit is to implement key agreements made by the leaders of our countries, promote our co-operation, and deepen the exchange of experience, including in the area of public administration,” Li Xi highlighted.
The Secretary of the CPC Central Commission for Discipline Inspection also shared his impressions of Belarus, expressing gratitude to the Belarusian side for their warm reception and hospitality and highlighting the close friendship between the two nations and states. “This demonstrates our close interaction at a high level, which helps not only in advancing bilateral relations but also in maintaining global peace,” Li Xi added. The distinguished guest also admitted that he was glad to visit Belarus, “Golden autumn marks the harvest season in both China and Belarus, so I am delighted to visit Belarus at this special time.”
“We are ready to share the results of this harvest with our Chinese friends,” Aleksandr Lukashenko assured.

MINSK — BEIJING: EFFECTIVE MODEL OF CO-OPERATION 

Following the meeting with the President of Belarus, the Chinese delegation led by Li Xi, a member of the Politburo Standing Committee of the Chinese Communist Party’s Central Committee and Secretary of the CCP Central Commission for Discipline Inspection, also met with Igor Sergeyenko, Chairman of the House of Representatives, and Dmitry Krutoi, Head of the President Administration. They discussed issues of interparliamentary co-operation, international collaboration and the implementation of agreements reached at the highest level.

Chairman of the House of Representatives Igor Sergeyenko stressed that Belarus–China co-operation is growing dynamically,
“The foundation of our strategic partnership lies in the convergence of the development strategies of the two countries. This fully aligns with the realisation of the global aim to build a community with a shared future for mankind as proposed by Xi Jinping, Chairman of the People’s Republic of China. Minsk supports Beijing’s initiatives on global development, security and civilisation, which are of great significance for resolving the challenges facing humanity today.”
The Chairman noted that Belarus was the first country, through its Head of State, to openly express support for the proposal of the Chinese President on global governance based on the principles of equality and justice, “We are ready to join this initiative both within the SCO and on the UN platform, making every effort to build a new type of international relations.” 
The Chinese guest conveyed to the speaker of the House of Representatives sincere greetings and best wishes from Zhao Leji, Chairman of the National People’s Congress Standing Committee.

Philosophy of state governance in Belarus and China is very similar

Dmitry Krutoi, Head of the President Administration, and Li Xi, a member of the Politburo Standing Committee of the Chinese Communist Party’s Central Committee, discussed issues of further co-operation between the Administration of Belarus’ President and the CCP Central Committee

Dmitry Krutoi drew attention, in particular, to the similar governance philosophies pursued by the two countries,
“It rests on a strong power, a strong leader, political stability, responsibility to the people and discipline in the economy.”
“We are actively studying the experience of the Chinese system. We hope that, in the near future, the best aspects of Chinese practice will be applied in the city of Minsk,” noted the Head of the President Administration. Dmitry Krutoi also highlighted other important areas, including personnel policy, ideological work and engagement with the media. Another theme is preserving historical memory. According to the Head of the President Administration, this visit is seen as another major stage in the development of bilateral relations, “In just two days we have already identified new areas of co-operation that will form the basis for work in the near future.”
