CEC approved calendar plan for preparation and conduct of elections of deputies on single voting day

The calendar plan of organisational activities for the preparation and conduct of elections of deputies on a single voting day on February 25th, 2024 was adopted at a meeting of the Central Election Commission (CEC) of Belarus in Minsk. The calendar plan contains 8 sections, each of which reflects the corresponding sequential stages of the elections of deputies on a single voting day and contains specific deadlines for the formation of territorial and district election commissions, polling stations, and polling station commissions.

“The calendar plan contains sections that relate to the timing and specific dates for the nomination of candidates for deputies and their registration. It reflects specific dates for early voting in accordance with the requirements of election legislation, taking into account the fact that persons nominated as candidates for deputies have the right – in accordance with the current Electoral Code – to form election funds at the time of nomination. Accordingly, in the calendar plan, separate sections specify the deadlines for the formation of such election funds by candidates and nominated persons, the deadlines for submitting reports on the filling of such funds and on the expenditure of funds from their own election funds,” noted CEC Secretary Yelena Baldovskaya during the meeting.

In accordance with the plan, territorial district election commissions must be formed no later than December 11th. No later than January 10th, 2024, polling stations must be established. From December 17th, 2023 to January 15th, 2024, the nomination of candidates for deputies will take place. No later than January 25th, 2024, the formation of polling station commissions is envisaged; from January 16th-30th, 2024, registration of candidates for deputies will be held. As expected, on February 9th, 2024, lists of citizens eligible to participate in the elections will be provided for review. During the period from January 31st to February 24th, 2024, election campaigning may take place. Early voting will be possible from February 20th-24th, 2024. A single voting day will take place on February 25th.

During the meeting, the procedure for the formation of election commissions for the election of deputies on a single voting day was also clarified; the regulation on the procedure for sending and activities of observers during the preparation and conduct of elections of deputies on a single voting day was approved; the regulation on the procedure for the activities of foreign (international) observers during the preparation and conduct of elections was approved; and the procedure for nominating candidates for deputies by collecting signatures of voters during elections of deputies on a single voting day was approved.

During the CEC meeting, resolutions were adopted to clarify the norms of electoral legislation relating to the preparation and conduct of a single voting day, as well as calendar plans of organisational measures for the preparation and conduct of elections of deputies of the House of Representatives, local councils and members of the Council of the Republic.
