Belarusian People’s Congress’ powers in the area of defence determined
The powers of the Belarusian People’s Congress in the field of defence have been determined in Belarus, with the relevant law dated July 17th, 2023 No. 292-З officially published on the National Legal Internet Portal
The document amends a range of legislative acts, including the law of November 3rd, 1992 No. 1902-XII On Defence. It is supplemented with the article, entitled Powers of the Belarusian People’s Congress in the Field of Defence. These are not new norms; such powers were spelled out in the law On the Belarusian People’s Congress, signed by the Head of State in February this year. Other legal acts are now brought into line with this document.
Thus, the Belarusian People’s Congress approves the Military Doctrine and the National Security Concept. Moreover, the Belarusian People’s Congress has the right to introduce a state of emergency or martial law on the territory of Belarus if there are grounds envisaged by the Constitution.
At the suggestion of the President, the Belarusian People’s Congress may decide on the possibility of sending military personnel, employees of paramilitary organisations, and other persons outside Belarus to participate in ensuring collective security and activities to maintain international peace and security.
