Belarus’ construction complex development discussed with participation of Lukashenko
The President of Belarus has been reported on the development of the country's construction complex. In addition to the Minister of Architecture and Construction, Ruslan Parhamovich, Deputy Prime Minister Anatoly Sivak and Deputy Head of the President Administration Maksim Yermolovich were also invited to the Palace of Independence.
“I was offered to be reported on a number of problems related to the construction industry. I will not do this. We simply do not need just words,” Aleksandr Lukashenko stressed in the beginning of the meeting.
The President then outlined specific topics that were planned for discussion, “The first issue – we have agreed upon it with you – deals with the simplification of the construction process, following the path applied in relation to private construction: an architect outlines the future house, a red line (or there is another definition for this) is indicated, and a person can start construction if he has a land lot. People build for themselves, and they bear responsibility for that. As we see, people went to the Emergencies Ministry, to some kind of a supervisory agency, and to you – so that you could suggest how it would be best to act. That is how it should be. A person should decide for themselves how to build a house. If he is silly, then this house would fall apart, and the roof would fall down on his head. If a person can think over (actually, those who are engaged into construction are one hundred percent thinking people), they will determine how to build – also addressing us for help and advice, if necessary.”
In this regard, Aleksandr Lukashenko pointed out the need to simplify administrative procedures for other construction objects as well, “We agreed that, in a year (you told me this would happen by this year), you will settle everything, and no one will feel aggrieved – including heads of enterprises that are building new workshops, private individuals, civil servants, those who build housing for themselves or buy apartments in high-rise buildings. They will not be resentful at us for excessive unnecessary demands (in the way claims are registered in relation to our Emergencies Ministry dealing with excessive approvals, unnecessary for anyone, and so on). [We have been expected] to regulate these norms, rules and requirements. I would like to know: have you done all this, or not?”
