Belarus aims at strategic partnership with Vietnam

The negotiations at the Palace of Independence were held in narrow and expanded formats.
The Head of State stressed, “Our relations will continue to improve, and the agreements that we have approved with Vietnam will be strictly implemented. We are committed to strategic partnership with you.”
The President recalled that the Belarusian side had proposed a plan for co-operation in the near future (2025-2027) and expressed confidence that the two countries would achieve the outlined goals. At the same time, there are issues on the bilateral agenda that need to be resolved promptly.
“If we reach a joint solution, we will implement them in the near future — whether it’s mutual payments, aviation services and everything related to that. These are the issues without which the economy cannot function and people cannot live,” the Belarusian leader stressed.Belarus is interested in increasing mutual trade, especially since it already has experience in supplying goods. “We are ready to set up joint production facilities for the equipment that Vietnam is interested in,” Aleksandr Lukashenko noted.
As recalled by the Head of State, the parties previously intensively co-operated in the field of the military-industrial complex. Belarus is ready to resume the supply of the related products if its partners show interest.
“In short, we are ready to discuss the whole range of these and other issues that will arise. We are ready not only to discuss, but also to make appropriate decisions,” Aleksandr Lukashenko stated.
The President congratulated the delegation members on the anniversary of the liberation of South Vietnam and the reunification of the country. Belarusian parliamentarians also took part in the celebrations on the occasion of this holiday in Ho Chi Minh City.
The Head of State noted that the parties had managed to make progress on many issues recently: an agreement on the mutual abolition of visas came into force this year, and a meeting of the Belarusian-Vietnamese intergovernmental commission on trade, economic, scientific and technical co-operation was held in Hanoi just a month ago.
“The main task is to become more active in the economy, trade and economic direction… This concerns the resumption of regular supplies of Belarusian agricultural and quarry equipment to Vietnam. I am confident in the prospects of joint production of Belarusian tractors and automotive equipment,” Aleksandr Lukashenko stressed.The President believes that the implementation of joint scientific and technical projects and their results in the economy, as well as the exchange of the latest technologies, will enhance the security of the two states.
To Lam expressed confidence that — despite the rapid changes in the world — the traditional bilateral friendship between Belarus and Vietnam will develop well. “Our relationship has been developing for 33 years, and I am convinced we will continue to strengthen them. We are close friends, we are developing our relations and domestic markets,” the General Secretary of the Central Committee of the Communist Party of Vietnam said.
The adoption of a joint statement on the establishment of strategic partnership between Belarus and Vietnam has become a new milestone in the relations between the two countries.
Belarus and Vietnam signed a package of documents
The signing ceremony and the exchange of international documents took place after the negotiations at the highest level. During the visit, the military departments of Belarus and Vietnam signed a protocol of intent to strengthen co-operation in training military personnel and specialists.A memorandum of understanding on co-operation in the fields of digital transformation and the digital economy has been signed by Belarus’ Communications and Informatisation Ministry and Vietnam’s Ministry of Science and Technology. The State Committee for Science and Technology of Belarus has also signed a memorandum of understanding with the Vietnamese side on co-operation in the field of science, technology and innovation.
The Culture Ministry of Belarus has signed a cultural co-operation programme for 2026-2028 with the Vietnamese Ministry of Culture, Sports and Tourism. A similar programme has been signed between the two countries’ justice ministries for 2025-2027.
The healthcare ministries of Belarus and Vietnam have exchanged the texts of the concluded memorandum of co-operation in the field of pharmaceuticals.
A co-operation agreement has been signed between the National State Television and Radio Company of Belarus (Belteleradiocompany) and the Voice of Vietnam Radio. Additionally, the Belarusian Society of Friendship and Cultural Relations with Foreign Countries and the Vietnam Union of Friendship Organisations have signed a memorandum of understanding.

Order of Friendship of Peoples
President of Belarus Aleksandr Lukashenko conferred the Order of Friendship of Peoples on General Secretary of the Central Committee of the Communist Party of Vietnam To Lam. To Lam has been honoured with the Order of Friendship of Peoples for his significant contribution to developing and strengthening friendly relations and a strategic partnership between Belarus and Vietnam.

The Head of State warmly welcomed his colleague and the delegation members to hospitable Belarus on these solemn days when the republic is celebrating the Victory in the Great Patriotic War. The President recalled that he had earlier met with Umaro Sissoco Embalo at various forums and international events, noting that various issues had been discussed.
“We are well aware of the capabilities of your state and your people. We are at your service. I am sure you have explored our capabilities. I know that you really need to develop agriculture to the highest level. We are technologically and technically capable of providing appropriate support and services. You can count on us in this regard,” he said.The programme of the foreign delegation’s visit also included trips to the leading Belarusian enterprises. The Head of State assured that Belarus is open for supplies of machinery, food, and light industry goods — ‘everything that people need’ — to Guinea-Bissau, “We do not have any closed topics. We are ready to negotiate in all areas, including if you are interested in our military-industrial complex. In short, Belarus is open to you!”
Umaro Sissoco Embalo thanked Aleksandr Lukashenko for the opportunity to meet in Belarus and stressed that he has many friends connected with the republic. “We know that Belarus has accumulated tremendous experience in the military sphere and in the agro-industrial complex. We would like to take advantage of this experience and thus open a door to the future. I am very much looking forward to co-operation with Belarus,” he said.

Belarus’ Foreign Ministry signed an intergovernmental agreement and a number of memoranda between the Republic of Belarus and the Republic of Guinea-Bissau.
An intergovernmental agreement on the abolition of visas for holders of diplomatic, official and service passports was signed by Belarus’ Foreign Minister Maxim Ryzhenkov and Secretary of State for International Co-operation of Guinea-Bissau Fatumata Jau.
A memorandum of co-operation was also signed between the justice ministries of Belarus and Guinea-Bissau, as well as a memorandum of co-operation in the field of agriculture.
As part of the visit of President of Guinea-Bissau Umaro Sissoco Embalo to Belarus, a memorandum of co-operation was signed between Belarus’ Industry Ministry and the Commerce and Industry Ministry of Guinea-Bissau.
