The persons listed in the document are stripped of their ranks, class ranks for committing crimes, administrative and discrediting offenses incompatible with the status of a serviceman and an employee of the prosecutor's office. Among them are deliberate disclosure of official secrets, active participation in actions that grossly violate public order, including unauthorised rallies, insulting government officials, making statements of an extremist nature, and others. The decision to strip persons of military (special) ranks, class ranks also refers to former servicemen and employees who are retired or in reserve. In particular, some of them were dismissed from service ten or more years ago.

In addition, the Presidential Decree includes former servicemen who are currently taking part in armed conflicts on the territory of other states.

A similar decree was issued last year.
