Valery Menshikov, the deputy director general of the Khrunichev State Cosmic Research and Production Centre has explained that the system is being created as part of the Cosmos-SG programme until 2007. Russia and Belarus are working together to set up the joint space programme then plan to create micro-satellites (to explore the surface of planets from above) with terrestrial navigation systems. So far, 70 percent of the satellite′s terrestrial navigation system has been completed. The third stage of the project (Cosmos-3) is to take effect from 2008 until 2011 when the system is to put into operation.
