Within a single day, the group launched its work, comprising members of the Central Election Commission, representatives of the two Parliamentary chambers, and officials from the National Centre of Legislation and Legal Research, the Information Ministry, the Justice Ministry and the Foreign Ministry. The composition indicates the state’s serious intentions. 

Nikolai Lozovik — the Central Election Commission’s Secretary — noted at the first session that the group’s analysis will be used to inform proposals to improve the election process. Its recommendations will be sent to the President and to the Central Election Commission for approval. He explains, “The group will primarily study proposals for realisation before the 2016 parliamentary elections, without changing legislation, but through perfecting law enforcement.”

The ODIHR conceptual recommendations will take time, so not all can be put in practice before the coming parliamentary elections. “Preparation and introduction of changes into the country’s Constitution and laws are a complicated process, requiring co-ordinated work by state agencies and much time. With this in mind, it’s hardly possible to realise all recommendations of a conceptual character in time for the parliamentary elections,” Mr. Lozovik adds.

Law making is always a long and complicated process, needing a systematic approach and extensive study. The new expert group plans to work hard, with each member voicing their opinion. After March 4th, the group will gather for a new session. By mid-March (a month from launching its work), the group will send its final recommendations and proposals on improving election legislation to the Central Election Commission.
