The annual competition is organised by the Union of Legal Entities of the Republican Confederation of Entrepreneurship, jointly with regional business associations, with assistance from the Economy Ministry. The decisive criterion in determining winners is the assessment of the business environment by representatives of local business associations. Moreover, statistical data submitted by local authorities is taken into consideration.
The winners of each segment of the contest are the Narovlya District (up to 50,000 people), the Molodechno District (over 50,000 people) and Minsk’s Frunzensky District (capital districts). The jury (comprising representatives of the Union and experts) recognised them as having the best conditions for small and medium-sized businesses in Belarus.
